Schedule Table Style - Each Division To be A Header Cell Style

Currently in generated schedules (focusing on refnotes here), via the tablestyle manager only the first refnote division is marked as being a "Header" cell style. We'd like to have our title and divisions (headers) written in bold font. See attached.

If I set title and header cell style to a bold font, only the first division goes bold for me (bollards in this case).

Is there some workaround to have the table generated recognize divisions as new headers? Right now my only work around is to go into the block editor and hand change the cell style for each division to header.
