Is there a way to run a detail report NOT within a project, to show every detail in the detail explorer and show what projects are referenced to each detail?

There is not, but the Explorer will display the projects each detail is in when it is selected.
Are you trying to find details that are not being used, or in the wrong project, or what? It could be that adding a Filter to the Explorer could accomplish this, just need to know what you are after.

I am looking to produce a list of all our details with project references. I know I am able to see what is referenced when in the Explorer, however we are in the middle of a major change and being able to produce this list would be a huge benefit. I am also not talking about a few details; we have over 1000 details in the Explorer. As you can expect, looking at them, all individually would take quite awhile.

Well you still haven't said for what end goal this stack of paper is to be used for. I was trying to get at, if there is a certain goal, like finding details that are in multiple projects, that is something that a custom report could produce just those results.
And since there is such a massive time commitment in laboriously looking over this massive stack of paper, I'm not quite grasping what is so hard about going to a blank drawing, and opening each project and printing each detail report.
