I'm not sure if somethings just not working right or if I'm doing something wrong but it would be nice to be able to adjust a Shrub Area or Ground Cover hatch scale within the plant info dialog box. All 7 of these hatches read different although they were placed at the same drawing scale. If I change the hatch individually in the properties to make them read more equal, when I run a new schedule the hatch still shows the original scale and therefor doesn't match what's on the plan.

The first thing you can try, is to manually install the latest hatch library by following the steps here:

Then after that, you can print the Groundcover hatches from Preferences, to check their scale:

Finally, any adjustment to hatch scaling can then be done from either Generic Plants, or from the Site Hatch tool.
We have found that when users were able to adjust the scale from editing a plant, they were too commonly trying to correct an issue with the drawing scale or units, and ended up messing up the scale factor for many hatches. So it's best to treat it as a separate administrative task, using the Print Hatches tool as the quick cross-check.
