The mainline is represented as a thick dashed line on my irrigation drawings. When placing valves on the mainline or drawing new mainline MSLTSCALE turns to "0" not scaling the line weights properly.

How do I avoid having to turn on MSLTSCALE every time I finish placing valves or drawing the mainline?
Should I be using LTSCALE instead of MSLTSCALE that is annotative?

Thanks. For the dashed display, yes, with MSLTSCALE set to 0, you would use LTSCALE to control the dashed display.
Land F/X will take care of setting it for you -- from within Modelspace, click on Scale and confirm your Plot Scale, and click Ok. That will set your LTSCALE to match the corresponding DIMSCALE value. (You might need to fire a Regen All for the changes to display.)

I'm a little confused, so if you could help out. MSLTSCALE sets the linetype scaling to be controlled by the Annotation Scale. Our irrigation system does not support annotation scaling, which is why the system is setting MSLTSCALE to 0.
However, this is only in regards to the dashed display. MSLTSCALE has nothing to do with the lineweight thickness.
So if you could please clarify, is the issue the linetype dashed display, or the thickness display?

Thank you for the follow up. Everything looks great in the viewports and model space now.

I have a follow up question regarding LTSCALE.
Below is the settings for me 20 scale drawing:

LTSCALE = 240
MSLTSCALE = 0
PSLTSCALE = 0

We are in the process of transitioning our old blocks from AutoCAD to LandFX. When setting MSLTSCALE to "0" we run across an issues with the blocks we created in paper space. The matchlines are placed in paper space as blocks. The blocks for the matchline should display a dashed line with text (see attached Matchline_LT_LTS1). When setting the MSLTSCALE to "0" and having the LTSCALE at 240 there is an issue with the dash display (see attached Matchline_LTSCALE240). The dashed line is multiplied by 240 because the LTSCALE is set to 240.

Our standard library has some annotative items. Do you have any recommendations/suggestions to help in transitioning our standard paper space items that are affected with the MSLTSCALE set to 0 without compromising our current standards?

A few thoughts. First and foremost, I'm hoping that was a type-o or mistake -- anything placed into Paperspace absolutely should not be dependent on an annotation scale. It can simply be drawn in the actual size desired in paperspace units.
But if those are placed into Modelspace, then yes there is that scaling issue.
You have a few options. The simplest may be to remove the annotative scaling, and have them scaled via LTSCALE as well. This article goes further into the options, specifically being able to have LTSCALE at 1.0 in PaperSpace, but remain at 240 in ModelSpace. Or you could set PSLTSCALE to 1, and then keep LTSCALE at 240 both in MS and PS.

What combination of LTSCALE and PSLTSCALE settings are anticipated in the use of LandFX's default Matchline Discipline graphic? When I insert that block in paperspace the linetype appears continuous unless I manually change the line objects properties ltscale to 1/240 (with a modelspace drawing set to 20 scale (ltscale = 240) and PSLTSCALE set to 0.
When PSLTSCALE is set to 0, LTSCALE should be 1.0 in Paperspace and 240.0 in Modelspace. With PSLTSCALE set to 1, LTSCALE can remain 240.0, but that would mean needing to place the match line in Modelspace.
As the documentation linked details, we recommend xref’ing into a sheet file to allow LTSCALE to remain 1.0 in Paperspace.

Xref'ing in a sheet file or placing the matchlines in modelspace is an option but not ideal for workflow. It is my understanding that LTSCALE is a setting that effects the whole drawing and you can not have different LTSCALE's in modelspace and paperspace. When PSLTSCALE is set to 0 and LTSCALE is set to 1 in paperspace it changes the settings in modelspace. I am using AutoCAD 2015, do I have to turn on a setting so paperspace and modelspace can have different LTSCALE's?

There is no setting. Hence why we recommend xref into sheet files, as the best bad option. There are plenty of other things to be gained by this, however — notably, it is more compatible with drawing cleanup processes. But also it gives more control to plotting, such that we are working on a number of new features that exploit plotting from a sheet file.
