I have some details that were created and saved with the wrong preference set. When I change the preference set, save, close, and reopen, it has reverted back to the incorrect preference set. Even if I delete the existing detail template and insert a new one that is connected to the correct preference set, when I reopen it, it has reverted back to the incorrect preference set.

Is there any way to get it to stick at the correct preference set?
Katherine,

This logic was changed recently, to correctly account for details that had been copied or moved.
The system will see if the detail is in a current project, and set active the preference set for that project.
So you should be able to select the correct preference set in the Project Manager dialog box.

What is the best way to navigate this for standard details that are not associated with a project? We want them to be associated with our office's preference set rather than imperial. I'm concerned that our settings won't be applied if anyone makes updates to our standard detail library in the future and they open with the imperial preference set.
One option is to completely remove the "Imperial" preference set. And/or make sure that your office preference set is alphabetically higher on the list.
There is no "default" preference set when creating new details -- just the alphabetically highest one.
