I'd love to be able to view a detail associated with a reference from either the refnotes manager (just a button next to the link detail box) or even better by using the detail edit command on a refnote box in the plans (just as detail edit works on a detail callout).
The second one is much easier to implement, the Edit Detail button would just need to look up the detail associated with a particular RefNote. That's a really good idea.
An edit button could be added to the Edit RefNote dialog, but that would involve much more.
Here's another thought -- if you have both the RefNote and Detail palettes docked, the Detail Palette could snap to whichever detail is assigned to the RefNote that is currently highlighted.

Yes, Update 12.46 included:

Edit Detail, supports selecting a RefNote that has been assigned a detail.
