When opening a previously saved drawing where the refnote callouts and the refnote schedule matched perfectly, the refnote callout numbers and the refnote schedule numbers are now off (different). We have to regenerate the refnote schedule to get the schedule and the refnotes back to matching. 

Shouldn't the schedule and the refnotes in the sheet file stay when saved and then reopened. Seems like once you get the schedule and callouts to match, they should stay that way unless you add/delete a refnote or add a new refnote to the refnote database. 

Seems that having to "regenerate" the schedule every time a drawing is opened, defeats the efficiency gained by using refnotes.

This should only happen if you are using the same project elsewhere.  RefNotes certainly will not change their numbers on their own.

This can also happen if you are using the "Renumber" option on multiple sheets, but that doesn't sound like what you are describing.

I'm not sure what you mean by using the same project elsewhere. We have a project number 19001-01 and that project number is only used with these drawings/sheets. There are 22 plan sheets plus 5 detail sheets in this particular drawing set.

We have had the same "issue" with the renumbering consistency on other projects. So what that might be telling me is that we're probably not setting up the projects correctly to start with, right? It's too late to fix on this one, but knowing the proper step by step setup for the next project would be VERY helpful.

In that case, it could very well be that you are using the Renumber option with the schedule?

In which case, yes, when you open a different sheet, the schedule will not match the drawing until you Regen it.
