Steve,
After looking into your history, it looks fairly certain that this stems from when you switched to Cloud Data in August. It looks like your old Preferences were not restored, so at that point you switched to the "factory defaults" for the most part. But it seems that some settings have been adjusted, such as the Callout Title font, which is set as you prefer.
You have correctly identified the layers involved. Note that the red callout has the more recent "default" settings, which you can see is how they are reported in your Preferences screen. The text is on layer L-ANNO-TEXT at color Black, and the boundary is L-ANNO-LEDR-035M. However, I see that in Preferences that has our default color 11, while in this drawing it is Red.
So first things first, let's do this -- go to a completely blank drawing, set the scale to 1:40, and set this exact same project active. Then place a few RefNotes. They will get defined with the current settings from Preferences, and you will have only a couple layers defined in the drawing for easy identification. You can then go into Preferences, and alter those two layers to have the color you prefer.
Then back to your production drawing to get all of the callouts the same. This is going to be a little challenging, due to the way we chose to engineer it, and having the text size difference. As in, when the system calculates the necessary width of a callout, which results in the target block name to use, it turns out that block is already defined for a callout with a different text size.
So to fix, I would amend my previous steps to be like so:
- for instance for those D- callouts that are all too big. Note they are all using the block LAFX-TAG-CIRCLE-010-R. So if you edit all of them, and give them all a suffix of XX, that will make their numbers D-103XX through D-109XX. When they are all then no longer using that block, and you have deleted the schedule, you should be able to Purge it out of the drawing. You can then edit them all again, removing the XX suffix from each, and they should get assigned a new block with the text correctly sized at 9pt.
- You may wish to just manually edit the layers, for instance LG-ANNO-035M to Red, and L-TEXT-025M to black, so that the other callouts match.
