I think this would be best controlled with Sheet Set Manager custom sheet fields. Overall revisions could be custom sheet set fields, but sheet specific revision would be a custom sheet field.
You could link the revision list to an attribute linked field in your titleblock.
I didn't see a great way to have multiple lines in a sheet set custom property, so might be best to set up as many custom properties for Revisions as you think you'll need, and then pre-set up a sheet specific revision table in your title block to fill in each field as it's filled in with the sheet set manager. It'd be arranged like this:
SheetRevision1
SheetRevision2
SheetRevision3
And then in your sheet set manager, manage those fields in the sheet properties to fill in that field with "1. 2022/05/03 - Revision to section A area - By AM", or however you want that to look.
Set the default to a space character so any revisions not filled out yet don't appear in the schedule.
It's pretty close to how Revit handles it, but a tiny bit more manual since you'll need to set up those revision fields at first. Also, the schedule is a bit more static in that you need to set up the number of possible table rows in advance - it's not infinitely expanding like Revit. Once it's set up though, you'll have a sheet set template ready to use.
