Is there a way to make the leaders one color and text another color automatically when we use the detail annotation button? Right now the text comes in the same color as the leader but we like our text to be cyan.

In a nutshell: No, there's no way to save into the Land F/X preferences to have the text be one colour and the leader another, since the multileader CAD tool does not give the option to assign a layer to just the text.
