How do we set a standard starting point that produce the same legend option every time we have a new legend?

You might also be referring to setting your schedule defaults. You can change your schedule default options from your planting preferences.
Schedule Defaults:

Please note that preference set changes are office-wide. You'll change these defaults for anybody using that preference set.
